No, it only works so long as the incorruptible are running for office. Otherwise no matter who you vote for it won't change anything. Which is what seems to be happening with our federal government.

Of course the problem with people running for office is finding someone incorruptible who can turn a blind eye to the temptations of power. 
Term limits (six years with no retirement benefits or pension) seem like a good way to start. Only those that really want to serve the people would likely run. |

Fun part about term limits being set is it takes an act of Congress. As we all know con is the opposite of pro. Therefore CONgress is the opposite of PROgress.
