Ok, I am really into watching others have sex or masturbate. Either couples MF, FF or just women. No idea how you might find couples that would let you simply sit and watch them; but their are tons of video sites that would show movies of couples having just about every kind of sex you can imagine. Would that offer you something that might partially satisfy you?

See if there are any swingers clubs in your area-many members of that community are in to exhibitionism with or without participation sex.

You can check into Google. I used 'voyeurism in california' as my search. Wow.... seems it is quite illegal in your state. I'd read up on that first.

Then dig deeper. Using the search I did, scroll down. A few seem like they might have something.

That one was interesting. Look for groups, clubs, whatever they're called. If you're near a big city you' more likely to find others. And ask around on FaceBook.
