I’ve been having some of the same. 
I’m with Lixy on the dialup, but like Sharni, other sites pop right up (at std. dialup speed).
I can’t say it was the new smilies only because I played the hell out of them the day of their arrival. I became aware of the difference this past weekend, which was a couple days later.
I wonder how a nice new SHOUTBOX behave?
