I would think that the fore skin would protect the head from coming in contact with anything like underwear. Where as with someone cut the head is always rubbing something. There by being less sensitive. I am cut and have pretty good control for intercourse. But when it comes to head I know my lady is wanting to get me off so I just go for it.
