Depends on what kind of orgasm you're talking about. I can have what I call "firecracker" orgasms from what I'm thinking or fantasizing, with no touching involved. They're deep, quick, and powerful. Or G-spot orgasms from penetration. Or clitoral orgasms from clit stimulation alone. But my favorites--blended orgasms--are from simultaneous stimulation of my vagina and clit (and anus if it's manageable), whether the penetration is a penis or a dildo or fingers and whether the clit stimulation is from a tongue, fingers, or vibrator.
