I read it as them being required to be there on standby in case something happened.

That they were subjected to harassment is not appropriate, and I'm sure it's highly aggravating. That's an entirely different matter, not unlike the treatment police officers can be subjected to providing security. Nobody should be treated like that, but at the end of the day...they were there to perform a service and their problem should be not with those that required them to stand post, but with those that disrespected them.
