Here in the northeast, I gather that the timing of school is mostly based on the weather. As I stated before, most schools do not have air conditioning--thus, starting after Labor Day makes practical sense. However, because, in the northeast, children have an extra "break" week (February), added to the likelihood of at least SOME snow days, we end up with kids still in classrooms until mid- to late-June.
In Iowa, my children started school roughly the same time as I did, growing up in Kentucky: around the 23rd, 24th of August. It made it rough, though, as Iowa schools usually do not have air conditioning, either, and temperatures can still be quite warm at that time.
