The Justice Department has said that internet service providers should be allowed to charge for certain internet traffic. Siding with some of the bigger ISPs, it said it was opposed to "network neutrality" - that all data on the net is treated the same.
This would be a BIG change.
While I can see that there could be benefits from adopting a “two tier” net, Tim Berners-Lee, the inventor of the web, has argued against such a development.

Yeah, the whole idea of net neutrality has taken a back seat to the idea of control, and what that implies.

how would they work it out, i wonder. two different prices for access, or a per-use charge for certain information?

the isp's in oz are also looking at charging for both upstream and downstream traffic, they claim p2p traffic is congesting the net and adding costs to them
this i say is bullshit it is the classic slide of hand in order for them to increase prices after all data taken from you is downloaded by someone and they are paying for that so why in hell should we pay to send it to them
