How does it differ from using voice options on chat messengers?

it's the best voice quality i know. and since i use only skype and icq, i do the phone stuff with skype and for chating and file sharing i use icq.
i don't know if icq can do voice chat.?!

it can, but it sucks for overseas chat....or at least when I used it.
