What subtle flirting tricks do you use toward strangers? Also, where would you go to hunt for a possible new partner?
Note: Giving a man THE LOOK or going to a BAR or CLUB is not n acceptable answer here.

When I'm talking to someone I'd like to flirt with, I generally keep the subjects light and humorous, smile a lot, and nibble on my pinky nail when sitting with my chin resting on my hand... it seems to work, as that's how I snagged The One :)

When flirting with a complete stranger, what I'd most often do is smile.
I have a certain smile, which, is reserved for special occasions and I often use it when driving and a guy has let me out of a side road or something like that. It's a smile that's just a little bit broader than is strictly necessary and is accompanied by eye contact that lasts slightly longer than is comfortable.
If I get talking to the guy in question, I will flirt by being slightly more risque in my conversation than I would normally be. If I'm talking about sex or making naughty jokes, then the chances are I'm interested in you. Of course if I don't get a suitable response back, then I'll assume I'm making an arse of myself and stop!
The secret of flirting is that it's a TWO way thing. There are some people who are impossible to flirt with and some people who it's impossible NOT to flirt with! If you start off small, you can gauge the response you get and if your flirting is reciprocated you can move onwards to bigger more obvious gestures such as little touches (to places such as arms and shoulders - nowhere to 'dangerous' at first, to avoid being slapped!)
As for where to meet a suitable partner............
Now that IS the question....... and hell I'm not the person to ask. I met my b/f just a couple of months ago on Pixies!!!!!!! But I don't think that's the norm for this place. ;)

Not to knock anybody, but try not to take "the look" or "a special smile" as a strong flirting sign. When a "sexy smile" is combined with a few other subtle tactics ... it's more likely the man will respond.
If after I'm talking to a female and a third person tries to call her away, but she acts like she wants to stay with me... that definitely gets my attention.
If she's wearing a dress and she shows a little more of her thigh, leans in and touches me ... all 3 actions combined are subtle, yet good (when combined).
When I see a female starts to relax around me and be more playful or feminine it really gets to me. Awhile back, I was watching ABOUT LAST NIGHT on cable and it was at the part in the bar where one of the female characters are flirting. She does a "hair flip" and the other females implied that it was a "move." I always wondered about other "moves."
The most overt flirting I've seen directed to me was ...
One female looked at me with her boyfriend right behind her and said, "if you can only remember ..." then she said her phone number. He was so angry. I just looked at her. It definitely caught me off guard.
I think it's really feminine when a female dangles her high heels. It shows she's relaxed yet it's very femine.
