IMHO, it actually depends on the guy. I've had "uncut" men who were difficult to bring off (for instance, my SO) and others that were not. I do believe uncircumsized men are more sensitive beneath the foreskin -- that area isn't getting rubbed every day (by underwear, etc) like it is with "cut" men...
